While writing tooling to integrate our development process with our Jira installation I found the javadoc to be non-existant for the exposed APIs.
Even if you don't document any of your other code I would expect to see documentation in any form of remoting service you offer on your product. It took quite some searching to find out that a sequence of -1 puts a version at the top of the roadmap.
