It seems the the webwork url tag uses the system encoding when url encoding its parameters instead of the JIRA_WEBWORK_ENCODING as it should

      It seems the the webwork url tag uses the system encoding when url encoding its parameters instead of the JIRA_WEBWORK_ENCODING as it should. We will most likely need to redefine this tag in JIRA, using the correct encoding. Make sure you do not use the standard URLEncode method because of jdk 1.3, instead use URLCodec.
