When I try to upgrade to JIRA 3.5 I get the following errors. This error I get when I export the old db and import it in to a new DB

Failed to import data: Error in action: com.atlassian.jira.action.admin.DataImport@9403a3, result: error admin.errors.error.importing.data

When we point the install at the exsiting DB I get the following error. See attached screen shot
