Service properties are not properly internationalised

      In the services page, the properties are not translated. For example for pop service you see

      handler: admin.service.common.handler.create.issue
      usessl: admin.service.common.handler.uses.ssl.no

      instead of

      handler: Create Issue Handler
      usessl: No SSL
