CLONE -'Get Online Help' icons not helpful in a customized install.

If one customizes their installation of JIRA (and we have), then the help ones receives from the yellow help baloons is now inappropriate. It goes back to the atlassian website.

As an enhancement, it would be great to include in the distribution a 'docs' directory that contains everything that is available online at http://www.atlassian.com/software/jira/docs/

This way, it could be customized for each install, and instead of confusing users with issue types and priorities that aren't there anymore (or are missing some!), we'd have appropriate values. Same goes for 'versions' and 'components'. Instead of describing generically what they are, we could list our actual components, and for the non-intuitive, describe why it's appropriate to log HTML bugs as type: bug, priority: trivial, and component: user-interface.

Forward thinking.. it would be handy if these were JSP pages, so that the pages would update themselves. (it would pull the icon and description from the db, as the admin pages do currently).

What we will probably end up doing is combing the pages for any <img src="/images/icons/help.gif" and either removing the link or hard-coding some of our home-grown help pages. But if I want to upgrade to 1.4.4, this will kinda suck.
