Jira needs to have the concept of a Project Team. Many times, there are actions and permissions that I want to have happen for team members that are different from their "normal" roles. Essentially, eavery project would have an associated group, say AYZ-Team for project AYZ. The members of this group would be administered from the project administration screen in addition to the user/group broswers. In this way, one would only need admin rights to a given project in order to change the team members for that project. In all other ways, they would just be another group.
