WHen doing a bulk import form a CSV the only option is to load a file form the server. None of our users have access to this server to upload documents and it seems like they should just be able to specify a file and JIRA can upload it, write it out, and THEN import it. Otherwise it requires admin involvement where it seems like it should not be necessary.
