Issue linking: Cannot be done when creating

When creating a new issue, it is not possible to link to existing issues. It has to be done after creating the issue (view the issue and choose the Link operation in the left panel).

To me, it's an unwelcome interruption in the workflow when creating issues. It should be considered to add this feature on the Create Issue page.
