Filter Sharing Permissions

      Anyone can create filters for himself and he/she can share it with many others...But should not be that capable? Any mistake for example and sharing the filter with customers (altough they can not browse internal issues)... Currently it is a kind of "guys, share carefully and responsibly your filters" restriction, but it would be better if anyone could share his/her filters only with groups that he/she participates...
      Just a little improvment for an error-prone permission of sharing the filters...

      NB: sorry for any duplication if any, I search the cases but did not find any.
