Inconsistency between displaying free text custom field and description in issue navigator results

Currenty the free text custom fields are limited to 80 chars be default in issue navigator view and not limited at all in Excel export.

The description field is not limited at all.

Need to allow users to specify the max length of the limit in jira-application.properties file. The default shoudl be -1 - i.e. no limit. Then the description and all the text custom ffields should be limited by this property, if its set to a positive value.

Excel view should never limit the length, no matter whether the property is positive or not.
