JIRA defines Open as a Status of UNRESOLVED. This is a system status that we cannot change.
The confusion comes when the Issue moves through the workflow.

      For example:

An issue is assigned to a developer.

      > Developer decides that he cannot fix it because he cannot reproduce it
      > so he Clicks on Not Fixed and sets the Resolution to Cannot Reproduce.
      >
      > This sends the bug back to In Review.
      >
      > When we send it back from In Review to the developer we current cannot
      > reset the resolution.
      >
      > So we end up with a bug In Development with a status of Cannot Reproduce.
