Issue Summary
In Jira Software Data Center 11.3.x, the Activity Stream gadget is missing the Project filter criterion from the “Global Filter” section. Additionally, the "add filter" functionality for the stream is non-functional, preventing users from restricting activity to specific projects. The option to select “Project” under “Global Filter” was available in 10.3.x release.
Steps to Reproduce
- Log in to a Jira Software Data Center instance (version 11.3.x).
- Navigate to a Dashboard and add a new Activity Stream gadget (or edit an existing one).
- Open the gadget configuration.
- Under the the Global Filters section, try to add a filter using “Add a global filter” option.
- Observe that Project is missing from the list of available criteria.
- Under Available Streams, ensure a “stream” is checked and click the “add filter” link.
- Observe the message: "All available filters have already been added."
Expected Results
- The Project filter should be available under Global Filters to allow users to filter activities by one or more projects.
- Clicking “add filter” should allow the user to select and configure specific filters without claiming all filters are already added.

Actual Results
- The Project filter is entirely absent from the UI.
- The gadget incorrectly reports: “All available filters have already been added”
