Issue Summary

"No Filter/Project selected" error when editing Recently Created Chart gadget after upgrade to 11.3.x from jira 9.12.x.
Viweing Recently Created Chart gadget in dashboard is no problme, but the setting of the gadget cannot be changed from UI.

Steps to Reproduce

1. In jira 9.12.x, having Recently Created Chart gadget in dashboard
2. Upgrade to 11.3.x
3. Open the dashboard and edit the gadget

Expected Results

No error.
The setting of gadget can be changed.

Actual Results

Showing "No Filter/Project selected".
The setting of gadget cannot be changed.

Workaround

Create a new gadget manually with same setting, then delete the original gadget
