      Issue Summary

      The bundled app Instance Optimizer for Jira flags a newly created project as Inactive if no issues have been created in it yet and suggests archiving it.

        • Found in the latest LTS 11.3.x running Instance Optimizer for Jira 6.1.4
        • Also found in LTS 10.3.x running Instance Optimizer for Jira 5.2.2

      Steps to Reproduce

      1. Spin up a Jira instance
      2. Create an empty project
      3. Navigate to “Administration > System > Recommended Project Archiving” and note the “blue box” saying that there is one project recommended for archiving with no issues.

      Expected Results

      The Instance Optimizer should not flag a newly created project as Inactive.

      Actual Results

      Apparently, the Instance Optimizer logic do not check “when” the project was created, but only if there are no issues on that project yet, and shows the newly created project as “Inactive”, suggesting it should be archived.

      Ensure at least one issue is created in each new project.
