Currently, when a user adds a comment to an issue, they are automatically included as a Watcher on that issue.

This can be disabled on a per-user basis, though the user preferences setting. The default for this setting can also be adjusted for users across the entire instance.

This Feature Request is to allow this setting to be modified on a per-project basis.
