In Jira 10.3, the "Plan your upgrade" screen incorrectly shows that Postgres 16 is not

Steps to Reproduce

1. Set up Jira 10.3 (for example, 10.3.16) with Postgres 16
2. Navigate to the "Plan your upgrade"
3. Select the destination version to any other 10.3 release

Expected Results

For upgrades after 10.3.6, Postgres 16 is supported so the screen should reflect that.
That support was added in https://jira.atlassian.com/browse/JRASERVER-76527

Actual Results

The UI states that the database is not supported.

Ignore the message
