Issue Summary

In Jira data center version 10.3.16, when a user switches the language to German under his profile settings, the tooltip is unable to render the date properly under the Dates section in an issue.

Steps to Reproduce

1. Log in to Jira and navigate to your Profile.

1. Navigate to Preferences and click on the Edit next to it.

1. Change the Language to Deutsch (Deutschland) and click on Update.

1. Open any issue in your Jira instance. Under Dates (Daten), hover over the date either Created (Erstellt) or Updated (Aktualisiert), and wait for 2-3 seconds.

1. You will notice that the tooltip pop-up cannot render the date properly in German.

Expected Results

In any other language, the date is being rendered properly, as shown in the image below.

Actual Results

In German, the tooltip is not rendering the date properly, as highlighted in the image below.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
