Issue summary / Expected results:
Keep the work item title/summary fixed at the top of the issue detail page whilst scrolling down, as is already the case with breadcrumbs.

Details:
Work items often accumulate many comments and have detailed descriptions, so the page becomes long to scroll through. When working on multiple work items simultaneously opened in multiple tabs, or when analysing comments of the same Work Item in detail,  it becomes difficult to grasp the Work context at a glance. 
Having the summary fixed at the top of the page improves usability and productivity,so that the user doesn't have to scroll all the way back to the top every time to read the summary or click on ‘Copy Link’

When was the bug first discovered?
This behaviour has been going on for about a year now, since the Jira refactor that introduced the term ‘Work Item’ in place of ‘Issue’.
Previously, the title remained fixed at the top of the page.
