Service accounts can't use JQL user functions due to Browse Users and Groups Global Permission

      Summary

      Similar to JRASERVER-79309, service accounts can't be added to groups, so the only way to use User Picker functions, such as membersOf(), is by granting permission to Anyone in the web.
