Issue Summary

Editing list items in issue description or comment on Jira DC 10.3.12 adds an extra line break and causes duplicated bullets/numbers after saving.

Steps to Reproduce

1. Edit an issue description or comment that already contains a bulleted or numbered list.
2. Place the cursor at the end of the last list item and press Enter to create a new list item.
3. Press Backspace to remove the newly created empty list item.
4. Press Enter again to create a new list item, then press Tab to indent it.
5. Observe the spacing change and switch to Text mode to see the extra line break, then Save.

Expected Results

No extra line break is added, list spacing remains consistent, and bullets/numbers are not duplicated after saving.

Actual Results

Extra line break is added.

Workaround

Edit in Text mode to clear the extra line break.
