Issue Summary

After upgrading from 9.12.x to 10.3.x, the Create Issue button is missing from boards, even though the user can create issues using the Top menu button. No further exceptions are displayed, even though the appropriate permissions are granted.

Steps to Reproduce

1. Access any board
2. Locate any Sprint or Backlog panel

Expected Results

1. The Create Issue button should be visible
2. At least, we should get more information about why the option is not available

Actual Results

1. The button is not loaded at all, and no exceptions are displayed:

Workaround

The Create button on the top menu can be used as a workaround.
