Johnson does not display if OpenSearch is down

      Issue Summary

      When starting a Jira node and the OpenSearch instance is down, the Johnson screen does not display.

      Steps to Reproduce

      1. Stop the OpenSearch instance which Jira is configured to use
      2. Restart Jira

      Expected Results

      Johnson page stating: "Unable to connect the OpenSearch cluster. Please check your OpenSearch configuration and ensure the cluster is running."

      Actual Results

      Tomcat error page

      The below exception is thrown in the xxxxxxx.log file:

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
