Add a startOfQuarter() function to JQL

      We'd like an easy way to filter for this quarter or next quarter for our to avoid having to update JQL each quarter. 

      There's startOfYear, startofMonth, and startofWeek available, but can one be added for startOfQuarter? Ideally, there would be a way to filter by the financial year quarters in Jira Admin settings.

      I've come across Jira Data Center requests (JRASERVER-69535, JRASERVER-78357) for this, but didn't find a ticket for Jira Cloud.
