Improve the Jira Data Center XML creation process to automatically detect and fix invalid characters—specifically blank spaces—in issue labels (label table).

This will ensure that backup files are immediately usable and prevent the need for manual database intervention during restore or migration.

Or, implement an integrity check during the dump process to identify and correct legacy label issues.

Currently, we can identify labels with blank space by running the following query in the source Jira:
