Issue Summary
In High Contrast mode, focus is not visible on several interactive elements.

Steps to Reproduce
- Log in to the Jira DC application.
- Enable Windows High Contrast mode.
- Use the Tab key to navigate through all interactive elements.
- Observe that focus is not visible on several components.

Actual Results
Keyboard focus indicators are not visible in high-contrast mode in various sections of the application, especially in the header and side navigation. Users cannot see a focus indicator when navigating these elements with a keyboard. Only a few elements, such as search fields and the "Test HCM" project link, show focus.
This lack of visibility disrupts navigation and orientation for users who rely on clear focus indicators.
Expected Results
When users access the page in high-contrast mode, all interactive elements must have a visible focus.
A clear, high-contrast outline should appear around each interactive element to assist visually impaired users in navigation. For example, in the Projects side navigation > Test HCM, a bright border (e.g., yellow on black) should highlight each focused item.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
