Create Issue does not work from 'Application' page

      Issue Summary

      Create Issue does not work from 'Application' page.

      Steps to Reproduce

      1. Navigate to Administration > Application > Try creating issue with 'Create button'.
      2. Page does not respond.
      3. Create issue screen does not appear.

      Expected Results

      Issue create screen should appear.

      Actual Results

      Issue creation screen does not appear.

      Workaround

      One can navigate to any of the next menus after versions and license, and then attempt to create the issue..
