Granular License Control for Plugins

      Problem Statement

      As a cost-minded administrator, I do not want to have to purchase a plugin license for 100% of my users if only a select few will actually be using it. 

      Summary:

      Currently, we expect customers to purchase licenses for plugins that match their highest user-tier for their Jira license

      For example:

      • If my Jira Software User License is 500
      • My Jira service management license is 250
      • Then my plugin license must be for 500 users

      This is great is the plugin could be used by both softwares, but in some situations, the plugin is designed for JSM only or only for other specific user types and workflows. 

      Suggestion:

      We should provide granular controls over plugin licensing so that customers can limit their user-tiers if necessary without receiving any additional warnings in Jira, or risk of issues with the plugin

      That way they could purchase the lower user-tier license and only allow those in-need to actually use the plugin and its features.
