Issue Summary

There is no limit currently to the number of emails one can send via the Share issue feature which can potentially result in a denial of service attack by spamming users with unlimited emails

Steps to Reproduce

1. Log into Jira or use a personal access token
2. Write a script that sends unlimited email with the credentials

Expected Results

Jira limits the number of emails someone can send in a given time period 

Actual Results

Jira send unlimited email

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
