Issue Summary

Edit Announcement Banner Window displays Rich Text Editor after clicking "Create" button on the page

Steps to Reproduce

1. Browse Administration > System > Announcement Banner (left menu) as admin
2. Click "Create" button on the top (AB_1)
3. The page will show "Rich Text Editor" menu in the Announcement Banner window  (AB_2)
4. Add rich text to Announcement Banner and click "Set Banner" (AB_3)
5. Jira will show the text version of the "Rich Text" (AB_3)
6. Please see attachments (AB_1 AB_2 AB_3)

Expected Results

Jira should now show "Rich Text Editor" in the Announcement Banner edit window

Actual Results

Jira shows "Rich Text Editor" in the Announcement Banner edit window and allows rich text to be added to Announcement Banner as if it's possible.

Workaround

Refresh the page, remove rich text from the banner
