Search not equals and not in against Created, Updated and Resolved give incorrect result

Steps to Reproduce

1. Create issue of which created, updated or resolved have value without seconds. 
   
2. Search against created or updated or resolved{} using operator != or not in to filter out the above issue.

Expected Results

• The issue `Created 2nd` is not included in search result.

Actual Results

• Issue `Created 2nd` is included in search result.
