Problem

When selecting filter under the linked issues when creating or editing an issue, even if the filter is shared with the project, the filter is not viewable under issue selector for other users. Only when the filter is marked as favorite, it is viewable by other people, otherwise it is not available under dropdown.

Steps to Reproduce

1. Save a new filter and share it with the Project

2. Now, login as a user with access to this project
3. Create or Edit an existing issue
4. Under "Linked Issues", click on the + sign to add a linked issue
   • 
5. Then, select "From Filter", the drop-down will not list the desired filter:

6. Go to Issues >> Manage filters >> Search
7. Search for the desired filter and mark it as favorite
8. Now repeat steps 1-5, it is expected the filter will show up now.

Expected Results

When a filter is shared with other users or the entire project, it should be available for them to select under the create issue screen for linked issues.

Actual Results

Only when the filter is marked as favorite, the dropdown is available to be selected for users

Mark the filter as favorite
