Add Jira Installers to Windows Package Manager

      Problem Statement

      As an administrator, I want to simplify my Jira deployment on Windows OS using Winget, Windows Package Manager

      Issue Summary:

      Atlassian Products are available on several resources including, but not limited to, the Atlassian Download Center and Docker.

      It would be great if we could expand this option to include Windows Package Manager
