Problem
When installing fresh installation or upgrading to Jira 10.5.0 UPM (The Universal Plugin Manager (v7.1.5)) runs a newly introduced check to verify the ownership of the directory JIRA-HOME OR JIRA-SHARED-HOME/upmconfig part of Secure app installations with app signing . The check fails not for the directory ownership check as its intended but gives false positive because the directory doesn't even exist

Steps to Reproduce
- Install Jira 10.5.0 or upgrade UPM to v7.1.5
Expected Results
UPM starts properly and runs the checks IS_READONLY / IS_NOT_SELF_OWNED with no problems , the plugins checks the existence of the paths before checking their ownership
Actual Results
- UPM throws an error misleading the administrator as if upmconfig is having the wrong permission while it does not even exist

Workaround
- Currently there is no known workaround for this behavior. A workaround will be added here when available.
