Various warnings related to velocity being unable to locate different methods during start-up

      Issue Summary

      When Jira starts up, we can see many Warnings related to velocity unable to locate different methods. Apparently, this isn't causing any issues through the UI, but it may raise concerns about the instance's health to Jira Administrators who review the "atlassian-jira.log".

      Steps to Reproduce

      1. Spin up either, a Jira Software or a Jira Service Management 10.3 or above.
      2. Check the "atlassian-jira.log"

      Expected Results

      No warnings are thrown in the Jira log.

      Actual Results

      The "atlassian-jira.log" is spammed with different warnings coming from the velocity. Some examples below (but not limited to those):
