Issue Summary

When performing Status transition, the tooltips remains visible indefinitely if no action is taken. This behaviour was not observed in Jira 9.x

The problem is seen in both Jira Service Management and Jira Software Project.

Steps to Reproduce

1. Create a Project.
2. Create an issue in the Project. Now, when performing transition on the issue, observe below behaviour:
   1. When clicking the transition button and the screen opens, the tooltip remains visible indefinitely if no action is taken.
   2. When clicking the transition button and the screen opens, the tooltip stays visible for at least a few seconds and only disappears when the mouse is moved or a click is made.
   3. If the transition button is clicked, and then the user switches to another browser tab and comes back, the tooltip reappears.

Expected Results

The transition tooltips should not appear on top of the transition pop-up screen

Actual Results

The transition tooltips does not disappear on it's own.

Workaround

Refresh the browser: the transition tooltip will disappear.
