Issue Summary

For Jira DC v10.0 onwards, Project Administrators cannot bulk archive issues. They have the required permissions for 'Archive Issues,' and the user group holds global permission for 'Bulk Change.'

Steps to Reproduce

1. Login to Jira 10.x.x as admin user
2. Create a test user with 'Project Administrator' Role for a Test project

1. Create a group (for eg. 'RG-JIRA-GENERAL-USR') and assign test user to this group
2. Navigate to Global Permissions and provide the "Bulk Change" permission to this group.

1. Go to 'test' project>Project Setting > Permission. Ensure that the "Administrator" role, which the test user is part of, has the "Archive Issue" permission.

Now that the setup is complete, we can proceed to bulk archive issues from the 'Test' project by logging in as the Test User.

1. Go to Issues>Search Issues> Filter by project 'test'
2. Click on Tools
3. Select one or more issue > Click Next
4. Choose Operations> Archive Issue> Next

Expected Results

User should be able to perform Bulk Archive operation if having required permissions

Actual Results

Starting with v10.0, admin privileges are asked, or error 403 occurs while bulk archiving.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
