Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create a multi line text custom field.
2. Create 2 issues
   • One has value of the field as "Test is always good"
   • One has value of the field as "Tests are always good"
3. Search using this jql 

   "Custom text field multi-line"  ~ "\"tests are\""

Expected Results

Only issue with "Tests are always good" is found.

Actual Results

Both issues are found.
