Steps to Reproduce

1. Create a project and make sure it is public (anyone on the web can view it)
2. Make sure that Jira has the public sharing feature enabled
3. Create a "projects" gadget that includes all projects or the newly created project
4. Log out and access Jira through a new incognito window

Expected Results

Jira should show the public projects while viewing the dashboard without logging in

Actual Results

• The projects gadget shows a blank page

• Access Jira projects directly from the projects tab on the top header
