Issue Summary

When loading into the system info page, there used to be a memory graph that showed the current memory usage of Jira. However, this image is now gone and has been replaced by a white rectangle.

Steps to Reproduce

1. Install 10.3.X
2. Go to Admin -> System -> System Info
3. Scroll down to Memory usage
4. See that the memory graph is blank and contains a "spacer" image if loaded in a new tab.

Expected Results

Memory graph should still be present.

Actual Results

Memory graph image is no longer available.

Workaround

To cause the Memory graph to show, change the theme back to Original:

• Select the profile Icon in the top right
• Go to themes
• Select Original
