Issue Summary

This is reproducible on Data Center: Yes

Version tested:

• V 9.12.16 -> Confirmed
• V 9.12.17 -> Confirmed
• V 10.3.2 -> Confirmed.

Steps to Reproduce

1. User a filter to look for issues.
   • Set List View
2. Select one issue from this filter.
   • Be sure that this opens in the screen as an issue view
   • The URL should have the word "filter" on it.
3. Add a comment, and select the visibility option.
   • if you add more comments, and the click on the lock of visibility of the comment it would shoe the multiple-choice options on top.

Expected Results

The Visibility options stay within the same range of the button, even if you scroll the screen.

Actual Results

It gets stuck in the same position the button of the lock for selecting the comment visibility option started.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
