Issue Summary
The tooltip content "Use Quick Filters to view a subset of issues. Add more in the board configuration" that appears on hover and keyboard focus on "Quick Filters" text is not accessible for screen reader users.
Steps to Reproduce
- Open DC project.
- Activate the "Backlog" link from side navigation.
- Navigate through page using the TAB key using the keyboard.
- Navigate through the page using the down arrow (JAWS/NVDA) and Control+Option+left/right arrow (VoiceOver).
- Observe that the tooltip content appears on keyboard focus and hover.
- Observe that the tooltip content is not accessible for screen reader users.

Actual Results
The tooltip content "Use Quick Filters to view a subset of issues. Add more in the board configuration" that appears on hover and keyboard focus on "Quick Filters" text is not accessible for screen reader users.
As a result, the information is not conveyed to screen reader users.
Expected Results
The tooltip content should be available when the mentioned button receives focus.
Apply the following changes:
- Provide a button beside the text.
- Provide button role to the tooltip button using the <button> element or role=”button” and tabindex=”0” on the container of the button.
- Provide an accessible name as “More information about Quick filters“ to the button.
- Modify scripts to make the tooltip information available on hover as well as on focus. In addition along with mouse specific event handlers, use keyboard specific event handlers, such as "onfocus", "onblur"and so on to make the functionality accessible for keyboard-only users.
- Specify the ARIA role "tooltip" for the information displayed on hover. Specify an unique "id" attribute for the tooltip and reference it via the "aria-describedby" attribute of the mentioned button.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
