Issue Summary
An inappropriate heading level is specified for "Save Filter" heading.
Steps to Reproduce
- Open the "Home" page.
- Navigate to the "Issues" button in the header section and activate it.
- Navigate to the "Create issues" link and activate it.
- Now, navigate to the "Save as " button in the main content area and activate it > a modal appears.
- Navigate to the mentioned heading in the modal dialog.
- Inspect the code and observe that an inappropriate heading level is specified for the mentioned heading.

Actual Results
The heading structure in the dialog is found to be inappropriate. Text such as the “Save Filter" heading in the "Save Filter" modal dialog that becomes available after activating "Save as" button in the main content area is coded as <h2> which does not match the visual hierarchy in the dialog.
As a result, screen reader users will find it difficult to understand the dialog's content structure.
Expected Results
The heading levels should be defined as per the visual hierarchy of the dialog to enable screen reader users to understand the dialog's structure.
Mark up the “Save Filter" heading text using <h1> element.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
