Issue Summary
The bookmark links such as "Details", "Description", "Comments" and so on do not work.
Steps to Reproduce
- Open DC project.
- Activate the "Backlog" link from side navigation.
- Navigate through page using TAB using the keyboard.
- Navigate through the modal using the down arrow (JAWS/NVDA) and Control+Option+left/right arrow (VoiceOver).
- Open the Issue detail view (hint: "T" for displaying Issue details drawer.
- Activate the bookmark links.
- Observe that the bookmark links do not work.

Actual Results
Bookmark links such as "Details", "Description", "Comments" and so on do not work, on activating the links the keyboard focus remains on the links itself instead of moving to the respective section. The id="" and href="" to the links are provided for the target container and its bookmark link
This resulted in keyboard only users not being able to navigate to different sections of the page quickly.
Expected Results
When users activate the bookmark links, focus should move to the respective section.
Apply the following changes:
- Provide unique "id" attribute to the target container.
- Ensure that the href attribute of <a> tag is properly referenced to target container.
- Manage focus using the focus() method.
<a href="#a1" ...>Details</a> ... <div id="a1"> //Details section// </div>
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
