Backlog: Landmark defined unnecessarily

      Issue Summary

      The <header> and <footer> landmark defined for the content in the "Move issue" modal.

      Steps to Reproduce

      1. Open DC project.
      2. Activate the "Backlog" link from side navigation. 
      3. Activate the "More actions" button of sprints. 
      4. Activate the "Move issue" buttons and observe that the modal appears.
      5. Navigate through the modal using the down arrow (JAWS/NVDA) and Control+Option+left/right arrow (VoiceOver).
      6. Observe that the landmarks are defined unnecessarily for the content.

      Actual Results

      The <header> landmark is defined for the "Move issue" heading text and the <footer> is defined for the "Confirm" and "Cancel" buttons unnecessarily. 

      The landmarks are to used defined regions on the page to access the content quickly. In this scenario, the landmarks are not needed. 

      Due to this, the screen reader users will have to listen to the extra information about the landmark unnecessarily. 

      Expected Results

      Make sure that the landmarks are not used unnecessarily. In this case, remove the <header> and <footer> landmarks from the "Move issue" heading and the "Confirm" and "Cancel" buttons. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
