Incorrect Default Issue ID in 'Create Linked Issue' from Non-Highlighted Row's Menu

      Issue Summary

      When using the three-dot menu ("Create Linked Issue") from a row that is not highlighted in the search results, the issue ID of the highlighted row is set as the default value in the "Linked Issue" field of the issue creation popup.

      Steps to Reproduce

      1. Navigate to the search results screen where multiple issues are displayed.
      2. Verify that one issue row is highlighted by default.
      3. Use user interaction to change the highlighted row to another issue if needed.
      4. Click on the three-dot menu (•••) of a non-highlighted row.
      5. Select "Create Linked Issue" from the menu.

      Expected Results

      The issue creation popup should display the issue ID of the row from which the three-dot menu was invoked in the "Linked Issue" field, not the highlighted row's issue ID.

      Actual Results

      The issue creation popup appears with the highlighted row's issue ID pre-populated in the "Linked Issue" field, regardless of the row from which the three-dot menu was invoked.
