Create documentation for the recovery_admin

      There were some changes to the recovery_admin procedure recently, especially on later versions.

      It would be good to have documentation about Recovery Admin by version.
      e.g.
      In 10.1 the recovery_admin is in the login page.
      In 10.2 it only shows in the old login page with JVM parameter -Datlassian.authentication.legacy.mode=true
      In 10.3 the login is back on the login page, on the new login page
      In 9.16 the user is still recovery_admin
      In the previous LTS 9.12 the login is in the login page.

      Can we have a dedicated page for each release for the Recovery Admin?
