When you change the Workflow, all issues have the Updated date changed to the current time. This makes the field obsolete for searches as all issues within that Workflow will have the same updated date.

Though this is internally correct as when ever we create a change log, we should refresh the updated date.

Maybe provide option/switch/property that gives the administrator control over whether it is updated during workflow change.
