Issue Summary
Some lists are not accessible for users relying on screen readers.
Steps to Reproduce
- Open Jira Data Centre
- Navigate to header region
- Navigate to the search field in the site navigation using the keyboard.
- Observe the list of suggestions that appear below the search field.
- Attempt to navigate the suggestions using the arrow keys using JAWS.
- The elements are only accessible when the virtual cursor is switched off.

Actual Results
The suggestions in the search field are inaccessible for screen reader users and cannot be navigated using the "Down Arrow" key when the screen reader's virtual cursor is switched on.
Users relying on assistive technologies are unable to interact with these suggestions effectively.
Expected Results
All list entries and menu items should be navigable and selectable using the screen reader users should be able to access and interact with these elements without switching off the virtual cursor.
Submenus should operate consistently throughout the application.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
