Issue Summary

This is reproducible on Data Center: (yes)
In Jira's basic search, whenever we want to filter items loaded as lists, such as versions or components, it only loads the first 100 items and a footer that there are X more items to load. When we would select all of initial loaded items, the footer disappears, not showing the information that there are more items to load.

Steps to Reproduce

1. Create 101 components (in this example, called "Component <number>")
2. Mark all of the initial 100 loaded items.
3. Open the picker.

Expected Results

The picker shows that there is one more item to load.

Actual Results

The picker is not showing the footer.

Workaround

Avoid checking 100 items in the basic search or switch to advanced search.
