Toolbar is inaccessible for screen reader users

      Issue Summary

      Screen reader users are unable to access the toolbar functionality.

      Steps to Reproduce

      1. Open the Jira Server page.
      2. Navigate to the header, activate "Projects" and open a project.
      3. Navigate to the header, activate "Issues" and open an issue.
      4. Navigate to the "Description" section and activate "Edit Description" button.
      5. Using a screen reader, try interacting with the "Attachment", "Link", and other toolbar options.
      6. Observe that the functionalities do not work as expected.

      Actual Results

      When screen reader users activate the "Edit Description" button and interact with the "Attachment", "Link", and other toolbar options, these functionalities do not work as expected.

      When the "Attachment" option is triggered, the screen reader's focus moves to the top of the page. The user can navigate back to the option, but the menu becomes inaccessible, even though its state is announced as "expanded". The associated functionalities with this menu are not working with the screen reader.

      When screen reader users activate the "Link" option, the focus inappropriately shifts to the browser's address bar, preventing the user from adding a link to the description using this option.

      Additionally, the keyboard shortcut "CTRL+K" to add a link to the description does not work. The same behavior is observed when using this keyboard shortcut with a screen reader running.

      As a result, screen reader users are unable to access these toolbar functionalities.

      Expected Results

      Ensure that the toolbar functionalities should be accessible for screen reader users.

      Apply the following changes:

      • Ensure that focus does not move to the top of the page.
      • Ensure that the functionalities associated with the "Attachment" option are accessible to screen reader users.
      • Ensure that focus does not shift to the browser's address bar when the "Link" option is activated.
      • Ensure that screen reader users can insert a link into the "Description" field using both the "Link" toolbar option and the "CTRL+K" keyboard shortcut.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
